Windows 7 uses default TLS 1.0 for communication over HTTPS WebDAV. If TLS 1.0 is disabled for any reason, the error message "System error 67 has occurred" is generated.
The solution is to unify TLS 1.1 and TLS 1.2 in Windows 7 and make them the default. This is described in the following article published by Microsoft:
